The New Normal: Legislating a Place at the Top for Women

On March 15, Deutsche Telekom AG (DT), Europe's largest telecommunications company, became the latest corporation to announce that its all-male board had agreed on a plan to create its own quota system, which includes a commitment to appoint women to 30% of all senior and middle management positions by 2015, up from 12% today. In the political realm, the Indian Parliament passed a bill on March 9 that would reserve seats for women in both houses of the national parliament.
If the lower house approves the law later this spring, women will soon make up 33% of the parliamentarian vote. Is legislating a percentage of top spots for women the new normal? Faculty at Emory University's Goizueta Business School and outside experts weigh in on the topic.
